01 — Tender specifications
Defining the requirements
For a connected infrastructure programme of this scale, cybersecurity needed to be considered before implementation began.
SenseThreat worked with PUB to define the cybersecurity requirements for the Smart Water Meter Programme tender, translating security considerations into clear specifications that prospective vendors would be required to address in their proposed solutions.
By establishing these requirements during procurement, security became part of the programme from the outset — embedded into what vendors were expected to design, implement and deliver.
02 — Implementation
Following through on delivery
Our involvement continued beyond the tender.
As the programme moved into implementation, SenseThreat reviewed vendor submissions and delivery against the cybersecurity requirements set out in the tender. We tracked the requirements through the project and worked with the relevant parties where clarification, remediation or further action was required.
This helped maintain continuity between what had been specified in the tender and what was subsequently implemented by vendors.
03 — Outcome
Supporting a programme at national scale
The Smart Water Meter Programme progressed into its first major rollout, with approximately 300,000 smart water meters deployed across residential, commercial and industrial premises in Singapore.
